Beijing, September 2, 2025.
Within the framework of the Kazakhstan–China Business Forum, and with the participation of the President of the Republic of Kazakhstan and the President of the People’s Republic of China, an Agreement was signed on the establishment of the Kazakhstan–China Alliance for Scientific and Technological Innovations in the field of spatio-temporal artificial intelligence, as well as on the joint formation of the “One Belt – One Road” Joint Laboratory.
The signing ceremony was held in the presence of the Heads of the two states and became one of the key events of the official visit of the President of the National Academy of Sciences of the Republic of Kazakhstan A. Kurishbayev, to China.
International Partnership. The founders of the Alliance are: the National Academy of Sciences of the Republic of Kazakhstan under the President of Kazakhstan, Zhejiang University of Technology (PRC), Kazakh National Agrarian Research University, and Zhejiang Zhonghe Technology Co., Ltd. (PRC).
The Alliance is being established as an open platform to accelerate interaction between science, education, and industry, to promote cross-border technology transfer, and to modernize the artificial intelligence industry in Kazakhstan and the region.
Key Areas of Work:
• Development of the Kazakhstan–China Joint Laboratory of Spatio-Temporal Intelligence and Sustainable Development;
• Development of Kazakhstan’s first large-scale artificial intelligence language model DeepBas;
• Creation of an AI service platform for use in emergency management, ecology, energy, and sustainable development;
• Integration of satellite technologies, unmanned systems, sensors, and the “BeiDou” navigation system;
• Training of specialists through joint educational programs, faculty exchanges, and the development of new textbooks and educational resources.
Expected Results.
Over the next five years, at least 100 students in Kazakhstan and China are expected to be trained under bachelor’s, master’s, and doctoral programs, in addition to the annual professional training of more than 200 specialists. Key outcomes will include the implementation of DeepBas, the development of ecological monitoring systems, smart agriculture, and solutions for transport and energy security.
Strategic Importance.
The Alliance is part of the package of key documents signed at the highest level during the visit of the President of Kazakhstan to China and is considered an important step in strengthening scientific and technological cooperation in Central Asia.
The project carries strategic importance: for Kazakhstan, it serves as a tool for introducing advanced technologies into agriculture, transport, and energy; for China, it represents an opportunity to expand scientific, educational, and technological cooperation in the region.
In the long term, cooperation under the “Belt and Road”initiative will ensure the effective transfer of knowledge and technology, strengthen the region’s scientific and educational potential, and contribute to the training of a new generation of researchers and specialists.
